  1. The Chair, Cllr L Turner, introduced and welcomed the new Clerk, Bernie Kingston, to the committee.
  2. To Receive and Accept Apologies for Absence

    There were no apologies received.

  3. Declaration of Interests

    Members were reminded of their responsibility to declare any personal or prejudicial interest that they may have in any item of business on the agenda no later than when the item is reached.

  4. Public Forum

    There were six members of the public in attendance. Concerns arising were greenbelt farmland that runs at the back of Glazebury Primary School, has recently had a lot of activity from various people inspecting the land. There seems to be no plans submitted to date.

    Average speed cameras have been promised from WBC but nothing further has been instructed.

    HGV’s on Warrington Road are an issue despite weight restriction signs in the village.

  5. To Approve and Authorise the Signing of the Minutes of the Previous Meetings

    The minutes of the meeting on 8th October 2024 were approved and signed. Proposed by Cllr J Seddon and seconded by Cllr V Allen.

5.1 Matters Arising from the Minutes of the Meetings

The bird boxes have been purchased by Linear Park. Cllr B Alldred to request the invoice to be emailed to the Clerk for payment.

6. Finance

6.2 To Receive an Update on Unity Bank

Access has been granted. Current signatories are Cllrs L Turner, C Smith, B Alldred. The two step authorisation is required and the Clerk to be added as a signatory.

6.3  Accounts 2024-2025 Update

There is no update available to date.

6.4  To Consider A Budget/Precept Meeting In December

A draft budget to be presented at the December meeting.

acknowledged.

8. Land and Environment

8.1  Christmas Lights Update and Arrangements for the 30th November Switch On

Cllr C Smith informed the committee that the lights this year, will be assembled and taken down by City Illuminations and in future years. The previous lights were unfortunately destroyed by WBC contractors.
Noted the Clerk to check the insurance policy and report back to the committee.

8.2  Remembrance Day Parade Feedback

Cllr P Campbell informed the committee that there was a great turn out at the Remembrance Day parade. The traffic management fee requires payment and thoughts on provisionally booking the same company ready for next year. Croft Parish Council have agreed to pay a proportionof the invoice. Resolved that Cllr P Campbell to provisionally book the traffic management for 2025 and the Clerk to arrange payment for 2024 invoice.

8.3  All Saints, Glazebury War Graves Maintenance Funding
Resolved that Cllr J Seddon request a resend of the email and the donation request to the Clerk for payment.

8.4  To Agree On a Community Day Working Party

To be held on the first bank holiday in May with a reserve date.
Noted Cllr A Edwards contact a previous Cllr to arrange an informal meeting and report back to the committee.

  1. Parish Plan Update

    A Parish Plan Committee is needed to update the previous plan which was conducted in 2010/2011. The previous committee has passed over remaining funds to the Parish Council. The committee will consist of residents and Parish Councillors. There are residents interests in environmental matters. Noted that adverts will be placed in the library and on the Facebook page for interested residents to join the committee.

  2. Report of Staffing Committee and Appointment of Clerk – Part Two Confidential
    Resolved to exclude the public on the grounds that publicity would be sensitive by reason of the confidential nature of the business to be transacted.

  1. Parish Council 2025 Venue Bookings
    Resolved that the Clerk book the venues, Culcheth library and Glazebury Methodist Church, for the year 2025/2026.
  2. To Consider Other Councillor Items

    Cllr B Alldred to advertise the Christmas lights switch on and a welcome message introducing the new Clerk.

    Cllr J Seddon informed the committee that a Community Investment fund is available for all groups with a constitution.

    Culcheth Educational Trust needs to be made aware to residents.

    The monthly Police report needs to be made public to inform residents of local issues.

  3. To Confirm the Date and Time of the Next Meeting

    The next Parish Council meeting was confirmed as Tuesday 10th December 2024 at Culcheth Library.
