Three Members of the Public

The Vice Chair, Cllr L Turner, opened the meeting as acting Chair, due to the resignation of Cllr C Benson.

The committee would like to thank Cllr C Benson for all the exceptional input and work that had been given while in position.

1. To Receive Apologies for Absence
Apologies were received and accepted from Cllrs N Johnson and Cllr J Seddon.

2. Declaration of Interests
Members were reminded of their responsibility to declare any personal interest or prejudicial interest that they may have in any item of business on the agenda no later than when the item is reached.

 

3. Procedural Matters

3.1 To Approve and Authorise the Signing of the Minutes of the Previous Meetings
The minutes of the meeting on 9th July 2024 and the minutes of the extra ordinary meeting on 13th August 2024, were approved and signed.

Cllr V Allen declared an interest in the following item and took no part in the discussion.

3.2  Matters Arising from the Minutes of the Meetings
Tuesday 9th July 2024 item 7.4.  The committee were informed that Croft Parish Council have agreed to contribute towards the cost of the traffic management.  Dutton’s Traffic Management have quoted £1,848.00 including VAT (£1,5040 minus VAT).  The security firm have quoted £100.00.  Written communication will be sought from Croft for clarification.  To be added to next month’s agenda.

4. Public Forum
There were three members of the public in attendance.  Concerns arising were difficulties in accessing the website, HGV’s through the village, requests for the footpath at Taylor Business Park to be re-opened and an updated Parish Plan.  The Parish Plan committee would like to attend the next Parish Council meeting.

5. Finance

5.1 To Receive and Note the Bank Reconciliation to 31st July 2024

To be deferred.

5.2 To Agree Payments

List of payments was agreed.

5.3     To Receive an Update on the Banking Situation

Unity Bank has requested signatures, previous bank statements and £500.00 to open the new account.  To commence, the mandate will be signed by Cllrs Turner, Alldred and Smith.  One signatory required will be increased to two signatories to comply with regulations.

5.4 To Receive any Update on the 2023-2024 Audit
None.

5.5 To Note and Agree Answers to Question 11a, b on the 2023-2024 AGAR

Noted, agreed and signed for 11a, b regarding Trust funds disclosures not being applicable.

5.6 To Note the Notice of Public Rights

Noted the notice of Public Rights has been advertised to run from Tuesday 10th August to Monday 7th October 2024.

7. Land and Environment

7.1 To Discuss the Community Day and Agree any Actions
The Community Day Date was decided on the first May bank holiday, the 5th May.  A backup date was also decided for the 26th May.  A local dance school have asked to hold a performance and with the practice time needed, the committee resolved to agree with their request.  A working group or committee will be needed.

Noted that the Community Day is to be added as an agenda item for October. 

7.2 To Discuss Purchasing Christmas Lights
Culcheth Christmas Lights switch on will be on Saturday 30th November.

Noted that Cllr C Smith will converse with Mr Briggs to see what action is needed regarding the lights, either repaired or replaced. A budget will be placed as soon as information is received.  

8. Clerk Vacancy
An advert for a Clerk will be for 20 hours a week at LC2 SCP20 depending on experience.    

Resolved that Cllr V Allen will contact CHALC for advice and to advertise.

9.       To Consider Other Councillor Items 

Cllr V Allen to send flowers and cards to Cllrs N Johnson and C Benson from the Chairman’s allowance with a budget of £100.00 collectively.

Warrington Borough Council is to be informed of Cllr C Benson’s resignation.

Linear Park , Culcheth has been requested for an agenda item in October.

10. To Confirm the Date and Time of the Next Meeting

The next Parish Council meeting was confirmed as Tuesday 8th October 2024 at Culcheth Library.
