Sixteen Members of the Public

1. Results of the By-Elections Held on 28th November 2024

The Chair, Cllr L Turner, welcomed the newly voted Parish Cllr, Susan Mitchell, who signed the Declaration of Office and Members Interest forms.

2. To Receive and Accept Apologies for Absence
Apologies were received and accepted from Cllr P Campbell and Cllr C Smith.

3. Declaration of Interests
Members were reminded of their responsibility to declare any personal or prejudicial interest that they may have in any item of business on the agenda no later than when the item is reached.

4. Public Forum
There were sixteen members of the public in attendance. Concerns arising, leaflets regarding a new community development on greenbelt land were received today through private letterboxes. There is a public consultation on the 12th of December 2024 at Glazebury C of E Primary School and a dedicated webpage, www.glazeburyconsultation.com. The consultation ends on Sunday, the 5th of January 2025.

5. To Approve and Authorise the Signing of the Minutes of the Previous Meetings
The minutes of the meeting on 12th November 2024 were approved and signed.  Proposed by Cllr B Alldred and seconded by Cllr V Allen.

5.1 Matters Arising from the Minutes of the Meetings
None.

6. Finance

6.1 To Agree Payments

Payments were agreed.

6.2 To Receive an Update on Banking

Nat West – Mandates have been signed to add the Clerk to enable online banking, 

Resolved the Clerk to apply for online banking.

6.3     Accounts 2024-2025 Update

Resolved that Cllr B Alldred will order bank statement from March 2024.

6.4 To Consider A Budget/Precept Meeting In December

Resolved that a 5% increase would be required for 2025-2026 resulting in a precept of £136,130, this is to keep in line with inflation costs. 

7. To Consider Planning Applications

Planning applications have been circulated to all Cllrs.

8. Land and Environment

8.1 Community Day Progress – Working Group

Noted Cllr A Edwards, Cllr S Flemming and Cllr N Johnson are to form a working party.  Residents will have the opportunity to join once advertised. 

Noted Cllr A Edwards has also volunteered to form a working party for the Christmas lights switch on for 2025.

8.2 Parish Plan Update

Advice has been sought from other Parish Councils and templates for survey questions have been received.  Community feedback will be the most important part of this project.  The library will kindly host the launch, making the displays visible.  

Resolved that the Clerk will distribute Cllr J Seddon’s ideas by email to the committee. 

8.3 Local Police Report

Noted that the current report had been circulated.

8.4 Introducing Facebook

Resolved that a Facebook page will be introduced for the Parish Council and the Clerk to set up and administrate.

9. Borough Cllrs Report

Cllr N Johnson has been cleaning signs in and around the villages.  Cllr J Seddon attended an Emergency Response Meeting, a dedicated telephone line is to be introduced and vulnerable residents can sign up to be added to the list.  The Parish Council will advertise this excellent service on the website and Facebook to inform residents.  

10. Clerks Report – Part Two Confidential

Resolved to exclude the public on the grounds that publicity would be sensitive by reason of the confidential nature of the business to be transacted.

11.     To Consider Other Councillor Items

12. To Confirm the Date and Time of the Next Meeting

The next Parish Council meeting was confirmed as Tuesday 14th January 2025 at Glazebury Methodist Church.
