Cllr Holmes declared an interest in 5.2 the planning application 2022/42497 for the nursing home.

Issues raised included the number of bikes being ridden without lights.
PCS’s currently go into schools to draw attention to the importance of lighting etc.
- 5.1 Planning Committee update
No meeting was held last month due to First Aid training. Cllr K Bland drew attention to a query about the library application. There is an error in the documents. The porch does belong to WBC.
This will be rectified.
Cllr K Bland is stepping down as Chairman of Planning but will remain on the committee.
5.2 Review applications
Councillors discussed the list of current applications.

- 6.1 Land & Environment Committee update
Cllr S Bland is stepping down as Chairman of Land & Environment but will remain on the committee. At the next meeting there will be a debrief about the Christmas Market.
6.2 Culcheth Green
Cllr Higgins was invited to attend. No reply has been received.
Cllr Higgins did not attend which is disappointing.
Discussion is needed in order to make progress.

6.4 Fly problem
The Chairman invited the public present to share their concerns.
7.45-7.55 Public Participation
The two residents reported on the ongoing fly problems this year with examples. A Public Action Group is now in place. A survey carried out resulted in over 700 responses. Communications have been with Councillors, WBC, Environment Agency etc. Differing views were discussed as to the cause. Breaches have occurred. They want to avoid continuing problems. The source needs to be identified.
A meeting is arranged with WBC for the 10th January 2023.
Cllr Benson and Cllr Allen are available to attend the meeting if that can be arranged

7.1 Report on Meeting held this evening at 7pm
Unity bank has made progress with the account opened and some having access. This will be reviewed.
Scribe entries are being done with the addition of uploading associated documents.
Budget discussion has begun. Councillors will consider the viability of projects for the next financial year.
A further meeting is arranged for 6pm on Thursday 5th January 2023 at Culcheth Library.
Cllr Allen will meet with the Clerk in January to assist in progress.

A list of payments has been issued to Councillors.

- Chairman’s Communications
The Chairman, and Councillors, reported on the recent First Aid Training. The facilitator was excellent and made it enjoyable and informative. It would be good to provide further training.
The Clerk has provisionally booked two places on the Marshall Training being arranged for early 2023. The Chairman would like to attend.
