1. To Receive and Accept Apologies for Absence
Apologies were received and accepted from Cllr B.Alldred
2. Declaration of Interests
Members were reminded of their responsibility to declare any personal or prejudicial interest that they may have in any item of business on the agenda no later than when the item is reached.
3. Public Forum
There was one member of the public in attendance. Traffic issue raised re speed between East Lancs Rd and Bents. Would like a road crossing somewhere between the 2 points. Clerk to email Mark Tune (WBC) re more speed checks to be carried out by WBC and police.
4. To Approve and Authorise the Signing of the Minutes of the Previous Meetings
The minutes of the meeting on 12th November 2024 were approved and signed. Proposed by Cllr V. Allen and seconded by Cllr J Seddon.
5. Matters Arising from the Minutes of the Meetings
Facebook Group to be set up before next meeting by Clerk.
6. Finance
Moved to Part 2
6.1 To Agree Payments
Payments were agreed.
7. To Consider Planning Applications
Planning applications have been circulated to all Cllrs.
8. Urban Green Development in Glazebury
Parish Council decided not to meet at this stage with Urban Green as no planning application has been received by WBC. Public Consultation Meeting held in Glazebury was well attended and consensus was to object in full to any application.
9. Land and Environment
Clerk had emailed WBC to fill Parish Grit Bins and would diary to email WBC in Sept to have all refilled in Oct 2025.
Cllr Johnson had reported to WBC a badly damaged grit bin at corner of Newchurch Lane & Warrington Rd and requested replacement. It was noted that PC bins are all green.
Investigations revealed that land between Hampson Ave and Kaye Ave is owned by Torus who are responsible for maintenance.
10. Parish Plan Update
Chair reported an excellent well attended meeting was held on Sat 11th Jan and attendees were all enthusiastic about the future of the village with a report to follow in Culcheth Life magazine.
11. Local Police Report
Noted that the current report had been circulated. Clerk to request a more in depth Report in future.
12. Borough Cllrs Report
Cllr Johnson has been cleaning signs in and around the villages and helping people with Universal Credit.
10. Christmas Lights Review
Clerk was asked to write to City Illuminations re taking down Christmas Lights and storing until required. Council to seek alternative options for 2025 lights.
11. Community Day/VE Day 80th May 5th 2025
Cllr Edwards as Chair of Working Group delivered update. Ian Wilcox booked re security.
Cllr Campbell looking to book Air Cadets and/or Army Cadets and procure Military vehicles. Hoping for Brass Band, Pet Show, Morris Dancers, Fairground Rides. Village Club erecting bar area and will apply for necessary licences on our behalf and donating 25% of their profit to the event. They will also provide their own marshalls for the bar area. It was agreed to invite local businesses to have a stall at a small charge.
12. Clerk’s Report – Part Two Confidential
Resolved to exclude the public on the grounds that publicity would be sensitive by reason of the confidential nature of the business to be transacted.
13. To Consider Other Councillor Items
Cllr Fleming mentioned Warrington Youth Zone which will be added to February Agenda
14. To Confirm the Date and Time of the Next Meeting
The next Parish Council meeting was confirmed as Tuesday 11th February 2025 at Culcheth Library.
